ERCOT Nodal Update

ERCOT is currently in the process of Beta Testing EDS 1 (Early Delivery System). APX has participated in this Beta Testing with ERCOT to help them troubleshoot their ICCP point mapping with clients who are Level 3 or 4 QSEs. APX plans to install ICCP communications and test with ERCOT in June 2007.

All APX Clients benefit by having APX test this infrastructure on their behalf.

The rest of the EDS will be released in phases with pieces of functionality available for testing with ERCOT between July 2007 and July 2008. APX internal system builds will follow a similar schedule and will allow QSEs to test fully with ERCOT by July 2008. Until that time, APX will be handling the intensive testing with ERCOT to help identify issues in their systems.

However, there are still things beyond APX’s preparation that needs to be addressed by all QSEs. Are you comfortable knowing what your company needs to do to be completely ready to participate in the Texas Nodal market?

APX is committed to analyzing how the implementation of the ERCOT Nodal market will affect clients, and we are prepared to help you prepare for the Texas Nodal market. We would like to hear from you -- what are some of your concerns about the ERCOT Nodal Market implementation?

For more information about how APX can help you prepare your tactical and strategic plans for the Texas Nodal market, please contact Wendy Brown at 281.489.7633 and plan to attend the upcoming APX Client Event (more information below).

Also, if you know someone that is not currently an APX client but would benefit from attending the APX client event, please contact Wendy Brown at 281.489.7633 to have them added to the invitation list.

Additional Market Updates

EILS
ERCOT will not implement the EILS (Emergency Interruptible Load Service) for the April 19, 2007 to May 31, 2007 contract period due to insufficient bid submission. ERCOT received a total submission of 156MW of Capacity for Business and Non-Business hours; however ERCOT has a procurement minimum of 500MW for program implementation. ERCOT will be accepting EILS bids up to the May 11, 2007 at 12:00 Noon deadline for contract period of June 1, 2007 to September 30, 2007.

RPRS
As of February 5, 2007, ERCOT has announced they have fixed their modeling issues with respect to LaaR participation. APX systems are fully integrated to support LaaR portfolios participating in the RPRS market.

Please contact Katherine Graham at 408.986.2204 to make sure your LaaR portfolio is set-up or if you have any questions on the EILS proposals. We can help market participants better evaluate the opportunities and implications of providing LaaR services including cost and revenue projections.
