PJM Interconnection Selects APX Platform for Environmental Registry Services

Santa Clara, CA - April 1st, 2005 - APX today announced that it has signed an agreement to assist PJM Environmental Information Systems (PJM EIS) with the development, launching and operation of the PJM Generation Attributes Tracking System (GATS).

APX will provide its proprietary Generation Information System (GIS) platform, and customize it to meet the specific GATS requirements. When launched, GATS will track the entire generation across the interconnection which includes all or parts of Delaware, Illinois, Indiana, Kentucky, Maryland, Michigan, New Jersey, Ohio, Pennsylvania, Tennessee, Virginia, West Virginia and the District of Columbia, by creating a digital certificate for each megawatt-hour of generation

The APX environmental registry system is a centralized certificate-based accounting and verification platform that tracks generation attributes and title for megawatts generated within a control area. The registry further creates a platform that places a dollar value on electric power produced by renewable generation. The platform provides a proven approach in achieving goals such as:

• Disclosure of fuel source, emissions, and labor characteristics.
• Renewable Portfolio Standard (RPS) obligations that require electric suppliers to demonstrate that the "fuel source" for a stated portion of the energy sold to retail loads is "renewable".
• Limits on emissions from generating plants and on the generation portfolios of electric suppliers.
• Marketing claim verification for products sold by electric suppliers
