Environmental Resources Trust selects APX as Technology Provider for its Greenhouse Gas Registry Services

Trusted verification & certification firm establishes partnership to manage carbon credits and offsets for corporate clients

Santa Clara, CA - March 9, 2007 - APX, Inc., a leading provider of technology, operations, and professional services for the energy industry and environmental markets, is pleased to announce today a partnership with The Environmental Resources Trust (ERT) to provide technology and related support for its successful greenhouse gas emissions reduction program – the GHG Registry® Program.

The ERT GHG Registry Program features serialization of each metric ton of CO2 equivalent reduced versus an emissions baseline, a double-entry accounting framework, and full ownership and transaction tracking for verified emissions reduction credits. APX has extended its widely adopted environmental market platform to fully support the ERT GHG Registry requirements.

"The Environmental Resources Trust is known across the industry as one of the most trusted and credible institutions in the area of verified emissions reductions. Their protocols for measuring and verifying a company's emissions performance are proven and established; and their reputation in providing an independent third party validation is unsurpassed," said Tom Lewis, APX Chairman and Chief Executive Officer. "We are privileged that The Environmental Resources Trust has chosen us as a partner in this important work."

"APX's national experience supporting all the major US renewable energy certificate (REC) markets with serialized commodity creation and management makes them a clear choice for us. Their experience with RECs and energy efficiency certificates complements our experience with carbon, and will help us extend our services to clients in RECs and energy efficiency. And with the potential for exponential growth in US carbon markets ahead, we needed a proven partner able to handle large commodity volumes with total reliability. That's APX," said Wiley Barbour, Executive Director of The Environmental Resources Trust. "Our strength in verification, measurement, and protocols very much complements APX's rules implementation and web-based technology expertise."

The ERT Registry Program has registered more than 30 million metric tons of Carbon equivalent verified emissions reductions (VERs), and transferred more than 22 million metric tons of VERs in transactions. The APX REC market systems have registered more than 700 million certificates (MWh) in the NEPOOL-GIS (including all generation, RECs, energy efficiency and conservation commodities), and typically more than 50 million certificates per month in the PJM-GATS. Other APX implementations include the Texas RECs market and as of 2007 the WREGIS system, which includes the California REC market.

The combined ERT and APX offering of technology and services includes:

  • Validation and verification of GHG emissions and reductions.

  • Full GHG Registry services measuring performance against a mutually agreed upon year-on-year comprehensive GHG emissions target. Performance against this target determines the amount of reductions registered.

  • Tracking services for year-on-year GHG emissions only where no mutually agreed upon performance target is set and reporting is not comprehensive and thus no tradable reductions are recorded.

  • Project tracking and recording services – emission reductions projects of various pedigrees and attributes are tracked and recorded in a transparent manner.

  • On-line recording and tracking of qualified emissions reductions.

  • A credible mechanism for the retirement of GHG emissions reductions.

  • Similar services for energy efficiency and conservation programs, clean power programs, as well as renewable energy certificates for voluntary markets

The goal of ERT and APX relationship is to assure that GHG reductions and sequestration being transacted in the emerging environmental markets are technically credible and of high quality to assure unfettered market development. The combined offering provides a system for ensuring that GHG reductions and sequestration are real and tracked as they are created and transacted, a necessary component of an effective emerging market.

Companies believe in the ERT and APX approach because it focuses on quality, tracking, and accountability, the fundamental building blocks of emissions trading programs with environmental integrity.

About The Environmental Resources Trust
The Environmental Resources Trust is a non-profit environmental organization that pioneers the use of market forces to protect and improve the global environment. Founded in 1996, with the help of Environmental Defense, the company is focused exclusively on building markets that encourage private parties to serve their own best interests and the best interests of the environment. ERT has three principal programs: the GHG Registry® records validated greenhouse gas ("GHG") emissions profiles to help create a market that will enable efficient emissions reductions; the EcoPower® Program catalyzes the market for clean energy by substantiating and marketing blocks of power that include new renewable sources of energy and have significantly reduced environmental impacts; ERT's EcoLands® Program enables and encourages landowners to make environmentally beneficial land use decisions. ERT is not an advocacy organization and has no political affiliation. ERT implements economic ideas that address today's environmental challenges, using the organization's non-profit status to take risks, produce results, and publicize successes.
