Press CenterWestern Renewable Energy Generation Information System (WREGIS) Issues Certificates with APX TechnologyAPX to Create and Monitor Certificates Traded in the Western United States, Representing Fifth Major Environmental Market to Use APX's Fast-Growing Platform Santa Clara, CA - February 11, 2008 - APX, Inc., the leading platform provider for environmental and energy markets today announced that the Western Renewable Energy Generation Information System (WREGIS) is using APX's environmental market system to issue, monitor and track Renewable Energy Certificates (RECs) in the western United States. WREGIS issued its first RECs through APX's platform on January 30, 2008. "As more states and the federal government consider implementing renewable portfolio standards and other environmental programs, there is an increasing need for comprehensive technological solutions to support these emerging markets. We are pleased that WREGIS and the other major renewable energy markets have chosen APX's proven technology to create and track their certificates. Their confidence in APX's Environmental Market Depository™ underscores the value of our technology and our role as the leader in the management of environmental commodities such as RECs and carbon emission credits," said Brian Storms, Chairman and CEO of APX. "Oregon continues to be highly supportive of WREGIS as a market-based program that will help us meet our renewable energy mandate," said Michael Grainey, Director, Oregon Department of Energy. "We are pleased to be the first state with WREGIS-issued certificates. We selected WREGIS to ensure that renewable energy production is properly verified so Oregon utilities can comply with our Renewable Portfolio Standard. And we encourage those that develop and deliver clean energy resources for consumers to register with WREGIS to meet renewable energy requirements in Oregon and throughout the west." "Using more renewable energy is critical for reducing greenhouse gas emissions in California and the Western region, " said Jackalyne Pfannenstiel, Chairman of the California Energy Commission. "WREGIS is providing the necessary system to track renewable credits and encourage clean energy generation at lower costs." "As the administrator for WREGIS, WECC enables the transparent and verifiable generation of renewable energy certificates and resources in the West", said Louise McCarren, CEO of WECC. "The strong participation from both public and private sectors will ensure continued rapid growth for the WREGIS program." WREGIS, established in June 2007 and administered by the Western Electricity Coordinating Council (WECC), is an accounting system designed to issue, register and track RECs to verify compliance with regulatory requirements and participation in voluntary market programs throughout the western United States. WECC oversees electric reliability for more than 71 million people in 14 western states, two Canadian provinces, and the Northern portion of Baja, Mexico. APX's market platform will serve as the foundation for renewable energy certificate trading across the WECC region. Through its web-based system, the APX platform creates, tracks and enables trading of environmental commodities such as RECs through a unique, traceable digital certificate issued for every MWh of renewable energy generated by generating units registered with WREGIS or imported into WREGIS.
